Trapeze Hangers Should be Service Neutral

Under Trapeze Settings, I can define my different rules for Placement Profile. Each rule allows me to select the service I want to use for the rule, then which hanger I would like to apply.

When placing trapeze hangers, if the service from the rule is not part of your selection set, no hanger is added.

Typically, when racking multiple pipes on a single trapeze hanger, you will have multiple services. We have a service set up with nothing more than trapeze hangers for situations like this -- that way the trapeze hangers are not tied to any one service. They are part of the "Rack" service.

The way the Trapeze rules work should allow this since I define the service and hanger within the rule(s). However, it does not.
