Remove 'starting value' requirement for instance when it doesn't need to increment, but can still re

Sometimes we need to renumber something to be able to tag it easily. i.e. 8x10VD doesn't need to get a unique number COUNT persay, but would like it to be renumbered based on the part data. The only way I can get the 8x10VD is to have something in the 'starting value' which will always have some chance at incrementing.


There a handful of applications where this would be useful.
