Improve sleeve settings function - copy rule & host selection

1) Make it so you can copy existing rules to start a new rule.

2) allow for 'conditional' statements for selecting multiple host types. i.e. there are a billion wall types, but the rules will generally be 'rated' walls vs 'non-rated'. Instead of having to make a rule for each type of wall (or deck), the user should be able to set some conditions (i.e. types that do or don't contain 'rated' or 'HR'). Ultimately, the wall naming isn't even consistent within 1 architect, so being able to set multiple conditional statements is key to being able to use 1 rule for multiple walls without have to physically select all the types or update the rule if the arch adds a new type.
