element filter for sleeve tool

rather than only being able to set the rule to apply to pipe or all rectangular duct, being able to use the element filter, so you don't have to constant pay attention to the types of items you are selecting and then update the rules per type of sleeve you want to place on the type of pipe at any given time.

this would also help address the 'sizing' rule someone suggested b/c you could set up a rule for duct with TDC with different oversizes than duct with s&d. you would have to ensure there could be a 'heirarchy' that is honor in the event the duct had one side that was TDC and one side that was S&D.
