Add the ability to change the order of conditions in a rule to move up or down in the list

In the Filter Designer Rules tab you may have several Add Conditions. Some of these Conditions may prompt for a value. The conditions have to be defined in the order in which the prompts will be presented to the user. It is a hassle to move these around the way it is currently.
